351.16 PARKING DURING SNOW EMERGENCIES.
   (a)    In order to facilitate the movement of traffic and to combat the hazards of excessive snow and ice on streets or portions of streets named in subsection (d) hereof, the Mayor, at his or her discretion, may declare an emergency due to such hazards.
   (b)    After an emergency has been declared, no person shall, during the period of the emergency, park or cause or permit to remain parked his or her automobile on the streets or portions thereof named in subsection (d) hereof.
   (c)    Any motor vehicle found parked on the streets or portions thereof named in subsection (d) hereof during the time of such emergency shall be removed at the order of the City Administrator and shall subject the owner or operator thereof to the fines provided herein. In addition to the fines, the owner or operator of the motor vehicle shall be required to pay the towing charges for the removal of the motor vehicle. Records shall be kept by the Police Division of all vehicles removed, and no motor vehicle shall be received until the payment of the towing charges imposed are paid by the owner or operator of the motor vehicle.
   (d)    The streets or portions thereof where parking is prohibited after an emergency has been declared are the following, and other streets or portions thereof as may be determined by the City Administrator:
(1)    Jackson St., from First St. to Fifth St.
(2)   Perry St., from First St. to Fifth St.
(3)   Clinton St., from Fort St. to Arabella St.
(4)    Wayne Ave., from Fort St. to Fifth St.
(5)    First St., from Wayne Ave. to Jackson St.
(6)    Second St., from Jefferson Ave. to Jackson St.
(7)    Third St ., from Jefferson Ave. to Jackson St.
(8)    Fourth St., from Jefferson Ave. to Perry St.
(9)    Fifth St., from Jefferson Ave. to Jackson St.
   (e)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
