339.13 THROUGH TRUCKS AND BUSES.
   (a)   Except as may be otherwise provided in this chapter, the operation of trucks and buses for the purpose of carrying persons or goods through the City, upon streets other than those designated as State or national highways, is prohibited. As used in this section, "Through the City" means to travel from one corporation limit of the City to another corporation limit without taking on or discharging persons or goods at some point within the City. This section does not prohibit the use of the streets of the City for the purpose of taking on or discharging goods or persons at some point within the City.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
