(a) All powers granted to the City Administrator and the Traffic Commission under this chapter may be assumed and exercised at any time by Council. Council's authority may be exercised concurrently with that of the Administrator and /or the Traffic Commission or in lieu thereof, except that in the latter case Council shall be required to enact an ordinance or resolution formally terminating the Administrator's and /or the Traffic Commission's authority under this chapter and assuming its own authority pursuant to this section.
(b) Any regulation promulgated by the City Administrator and /or the Traffic Commission pursuant to this chapter may be overridden by Council within ninety days of the date it is promulgated. Such regulation shall remain in effect pending the decision of Council. Council shall override any such regulation by ordinance or resolution. Otherwise, such regulation shall be affirmed.
