(a) Any regulation promulgated by the City Administrator pursuant to this chapter may be overridden by the Traffic Commission within ninety days of the date it is promulgated. Such regulation shall remain in effect pending the decision of the Commission.
(b) The Traffic Commission shall conduct its business in legislative and study sessions. Issues brought before the Commission shall be reviewed by the Commission prior to the enactment by the Commission of a regulation under authority of this chapter or prior to the Commission's overriding of a regulation promulgated by the Administrator pursuant to this chapter, as provided in subsection (a) hereof.
