191.05 JOB CREATION INCENTIVE PROGRAM COMMITTEE.
   The Defiance County Community Improvement Corporation shall establish a standing Job Creation Incentive Program Committee to review applications for the award of assistance grants. The Committee shall determine whether a proposed project to eligible for assistance in accordance with the requirements of Section 191.04 and establish the amount of any grant to be awarded. The Committee shall be chaired by the Executive Director of the Defiance County Community Improvement Corporation who shall serve as a non-voting member. Two members shall be serving members of the Council of the City of Defiance designated by Council. One member shall be a serving member of the municipal Board of Control designated by the Mayor. Four members shall be members of the Community Improvement Corporation designated by the Executive Director. Members appointed by the Executive Director shall be resident electors of the City of Defiance. No person who holds elective or appointive office in the municipal government or who is a full time employee of the municipal government shall be eligible for such appointment. Service on the Job Creation Program Commission shall not disqualify a member of City Council or member of the Municipal Board of Control from participating in governmental decision-making processes pertaining to the award of any grant of Job Creation Incentive Program assistance or otherwise affecting an applicant for or recipient of such a grant. Concurrence of a majority of the voting members of the Job Creation Incentive Program Committee shall be required to take any action. The Committee shall conduct all proceedings in accordance with applicable procedural rules established for the general conduct of business by the Board of Directors of the Defiance County Community Improvement Corporation. No application for a grant of Job Creation Program assistance shall be accepted until such time as the Defiance County Community Improvement Corporation establishes the Job Creation Incentive Program Committee in conformity with this section.
