(a) No through truck shall be operated on any street within the City except on Blue Ash Road, Plainfield Road, and Galbraith Road unless the vehicle is driven for the shortest possible distance to load or unload merchandise, freight or material at a place contiguous to the street and provided there is no other means of ingress to or egress from the place.
(b) Such vehicles may be driven across the street or part of a street at an intersection.
(c) The provisions of subsection (a) hereof shall not apply to vehicles of a gross weight less than two tons, and vehicles owned and operated by the City.

(d) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
