In addition to the powers vested and responsibilities prescribed for the Board by the laws of the State, the Board shall prescribe rules and regulations for and manage and control all public exhibitions, contests, amateur athletics and special recreation activities and cooperate with all organizations sponsoring recreation activities within the City.
