Any applicant for license, before taking the examination as to his qualifications for fitness to do plumbing shall pay a fee thereof of forty dollars ($40.00); out of such fee each member shall receive eight dollars ($8.00) as his compensation for conducting the examination and the balance shall go to the City and be paid into the General Fund.
