Any plumber desiring to secure a license from the City authorizing him to do plumbing in the City may appear before the Board of Examiners and submit to an examination as to his qualifications and fitness to do such plumbing work and the Board shall make such examination of the applicant's qualifications and fitness as it deems proper, and if he is found qualified, shall issue to the applicant a certificate to that effect.
