The City Engineer shall examine all plans and specifications submitted to the Safety-Service Director for the construction of roadways, sidewalks, water mains and sewers in the City and to report to the Director his findings and his approval or disapproval of the plans and specifications. In addition, he shall perform all duties prescribed by the Director.
