An insulation inspection by the City shall be required to assure compliance with the construction and insulation standards set forth herein. No builder, contractor or owner shall cover workmanship or materials governed by Sections 1333.47 to 1333.49 until he has called for, received and passed the insulation inspection required herein, unless the inspection called for was not performed within three working days.
