Every stair, porch, balcony and deck and every appurtenance thereto shall be so constructed as to be safe to use and capable of supporting the load that normal use may cause to be placed thereon and shall be kept in sound condition and good repair. Stairs and other exit facilities shall be adequate for safety as provided in the Building Code. No dwelling or dwelling unit shall be deemed to comply with the requirements of this section unless:
(a) No flight of stairs has settled more than one (1) inch out of its intended position or has pulled away from supporting or adjacent structures;
(b) No flight of stairs has rotting or deteriorating supports;
(c) The treads of every flight of stairs are uniform in height;
(d) Every stair tread is sound, securely fastened in position and capable of supporting the load that normal use may cause to be placed thereon;
(e) Every flight of stairs and porch is free of holes, grooves and cracks large enough to constitute a potential accident hazard;
(f) Every porch has a sound floor and is free of loose, warped, protruding or rotting floor boards and has no rotted or deteriorated supports; and
(g) Every rail and balustrade are firmly fastened, of safe and adequate height and maintained in good condition.
