(a) Smoke detectors shall be installed in all new and existing single family and multi-family rental dwellings when or if the following conditions exist or take place:
(1) The building is newly constructed and all or part thereof will be used for residential rental purposes.
(2) The building changes owners for any reason and all or a part there of will remain or become a residential rental dwelling.
(3) A building has remained residential rental property for a period of more than six months after the date of the adoption of this chapter.
(b) Smoke detectors shall be installed in any building used as a nursery or day care center and in any governmental or commercially operated group home or facility used for the housing of the mentally or physically handicapped.
