No person shall operate or maintain an automotive service station or public garage within the City except subject to the following regulations:
(a) No part of any premises upon which an automotive service station or public garage is operated or maintained shall be used for the purchase, storage or sale of junk, or for scrap processing;
(b) No part of any premises upon which an automotive service station or public garage is operated or maintained shall be used as a motor vehicle salvage lot.
(c) Not more than five wrecked, damaged or inoperative motor vehicles maintained upon the premises of a public garage for repair shall be permitted to remain outside of a completely enclosed building at any one time.
(d) Not more than two inoperative motor vehicles maintained upon the premises of an automotive service station for repair shall be permitted to remain outside of a completely enclosed building at any one time.
(e) No inoperative, wrecked or damaged motor vehicle shall be permitted to remain upon the premises of a public garage, and no inoperative motor vehicle shall be permitted to remain upon the premises of an automotive service station, outside a completely enclosed building, for a period of more than one week.
(f) No wrecked motor vehicles shall be permitted to remain upon the premises of an automotive service station, outside a completely enclosed building, for a period of more than twenty-four hours.
(g) No person shall operate or maintain an automotive service station or public garage where inoperative, wrecked or damaged automobiles are maintained for repair in compliance with this chapter, outside a completely enclosed building, unless the view of the area in which such inoperative, wrecked or damaged motor vehicles are maintained, is substantially obscured by a barrier of natural objects, buildings or a fence. For the purposes of this section and without limiting the generality thereof, the term “substantially obscured” shall mean that a fence, building, or natural object or objects of no less than six feet and no more than ten feet in height obscure the motor vehicles located within or upon the premises. The fence herein required shall be kept in good order and repair, and no advertisement shall be permitted thereon. A person operating or maintaining an automotive service station or public garage requiring the fence prior to the effective date of this chapter shall have one hundred and twenty days after effective date to erect the required fence if such premises are not substantially obscured as required in this chapter. No fence required to be erected pursuant to the provisions of this chapter shall be constructed until a permit therefor has been obtained from the Safety-Service Director, and no permit shall be issued until complete plans for the construction of the fence, including materials, have been submitted to and approved by the Director.
