Amendments to these rules shall be offered in writing at regular meetings of Council, referred to the Committee on Legislative and Finance and shall not be reported out of this Committee until the next regular meeting. Future adoptions and suspensions shall require three-fourths vote of all Council members. The vote shall be on "Yeas" and "Noes" and entered in the minutes.
