Every proposed by-law, resolution and ordinance of a general or permanent nature shall be presented to the Legislative and Finance Committee in writing, for examination and recommendation twenty-four hours prior to being entered on the calendar, and copies thereof to be submitted to each Councilman, under the same conditions.
