A motion to adjourn shall always be in order, except upon an immediate repetition thereof, or when a member has the floor, or when Council is voting, and the same shall not be debatable. When adjournment comes during the consideration of a question, the question shall be introduced at the next regular meeting only as new business, at its beginning.
