The Mayor, the President of Council or any three members of Council, may call special meetings, when necessary, upon at least twelve hours notice to each member, served personally or left at his usual place of residence. The purpose of special meeting shall have precedence over all other matters. (Res. 738-A. Passed 3-12-56.)
