121.00 RULES OF GOVERNANCE.
   (a)   The proposed Rules of Governance shall hereby be adopted and enacted for governance of the Deer Park City Council during the term running from January 1, 2020, through December 31, 2021.
      (1)   There shall be a Legislative and Finance Committee, a Public Safety Committee and a Public Works Committee. The Mayor may recommend certain proposed committee members and chairpersons for each such committee. Ultimately, all nominations for these committees shall be made by the legislative authority and confirmed by a majority vote of City Council.
      (2)   All Council members are considered to be ex-officio members of all committees, though only appointed and approved members shall be deemed voting members of such committees.
      (3)   The City Council shall elect a President Pro Tempore and a Clerk of Council within ten days from the commencement of their term.
      (4)   In order to be mindful of promptly attending to City business, and in fairness to all parties who want to speak, public comment shall be subject to the following:
         A.   Speakers addressing council during public comment opportunities shall be limited to three minutes per person.
         B.   Parties shall be limited to one time addressing Council per public comment opportunity per meeting.
      (5)   The President of Council is considered the Parliamentarian for all meetings.
   (b)   Such rules of governance may be periodically revisited and amended at the discretion of Council. (Res. 2020-01. Passed 1-1-20.)
