There is hereby levied upon every owner of premises using garbage and rubbish collection services contracted for or rendered by the City of Deer Park the following rates.
(a) For each single-family premises, the rate of three hundred two dollars and forty cents ($302.40) per year, payable on a monthly basis in twelve (12) equal installments.
(b) For each two-family premises, the rate of four hundred eighty-seven dollars and twenty-four cents ($487.24) per year, payable on a monthly basis in twelve (12) equal installments.
(c) The rates provided for in subsections (a) and (b) above shall be levied against the record owner of the premises.
(d) The waste collection year for single and two family premises shall run from January 1 to December 31.
