(a) No person shall park a motor vehicle or operate any vehicle at any place other than duly designated parking areas in the playfield of the City. This section shall not apply to vehicles of the Service or Police Departments.

(b) Upon special permission from the Recreation Board to be granted from time to time upon reasonable notice and for good cause shown by operators, certain essential motor vehicles are allowed to drive on the City playfield.
