The Service Provider shall not be relieved of its obligations to comply with any provisions of this chapter, the Agreement or Permit by reason of failure of the Municipality to enforce prompt compliance. Provided, however, that the Director may in individual instances and upon written request, given a finding of hardship and/or good cause, waive, in writing, any requirement of this chapter.
