917.16 ASSIGNMENT OF PERMIT AND LEASE OF SERVICE PROVIDER’S TELECOMMUNICATIONS SYSTEM.
   (a)   City’s Consent Required for Assignment. The Service Provider shall not assign its Permit or any of its rights or obligations to any party without the prior written consent of the City which shall not be unreasonably withheld. Should the Service Provider attempt to assign its Permit or its rights without the prior consent of the City, its Permit shall be subject to revocation, unless the assignment is ratified by the City.
   (b)   Lease to Obtain Permit. The Service Provider shall not lease any of its Telecommunications System or use of the streets, and Rights-of-Way in which such are contained to any persons or other entities providing Telecommunications and/or other Utility Services, without first ensuring that such persons have obtained a permit and other required permits or franchises from the City for the provision of such services, and without the prior written consent of the City.
