To the extent feasible, holders of Permits shall arrange their facilities in ways that permit and encourage shared uses. This includes installing capacity in excess of present needs, making shared use available to other Service Providers at reasonable, market rates, and allowing the Municipality to make shared use of Permit holder's infrastructure at no cost. However, any person or entity which shares the use of a Service Provider's Telecommunications Services or Systems shall be required to pay to the City the Usage Fee set forth in Section 917.07(c) herein.
