No person shall drive any vehicle upon or across any of the curbs or sidewalks of any public place, street or alley within the City or place or maintain any barrels, boxes, lumber, or any other articles whatsoever on or over any public street, sidewalk, alley or other public place in the City or in any way obstruct any street, sidewalk, alley or public place; provided however, that it shall be lawful to cross such curbs or sidewalks to premises adjacent thereto with vehicles, on or over proper driveways specially constructed for that purpose in such manner that the crossing will not injure or damage such curbs or sidewalks. The owner of the adjacent property if he suffers or permits the crossing shall be responsible for and shall pay to the City the amount of damage caused to the curbs or sidewalks by the crossing thereof over a driveway constructed by him.
