(a) No person shall block or hinder in any manner, the flow of water in gutters of any street in the City.
(b) All driveways from a street to sidewalks must have an eight inch iron pipe laid along the gutter the full width of the driveway, to allow water to flow through same unhindered and must be covered with concrete or asphalt.
(c) The owner of each and every parcel of real estate in the City abutting upon any street which has a drainage pipe as provided in subsection (b) hereof, shall keep such drainage pipe clear from any obstruction at all times.
