909.04 LICENSING CEMENT CONTRACTORS; BOND.
   (a)   No person shall undertake to construct, lay or repair a sidewalk unless he has previously secured a license as a cement contractor. Such license shall be dated January 1, and shall be renewed annually. No permit shall be granted to construct, lay or repair a sidewalk except to a licensed cement contractor.
   (b) Application for a cement contractor's license shall be made to the Safety-Service Director.
   (c)   Upon the filing of a bond of five thousand dollars ($5,000) conditioned to require the contractor to at once repair any concrete sidewalk or driveway not laid in accordance with the City specifications, the Safety-Service Director shall issue a license authorizing the applicant to engage in the business of cement contractor if the Director is satisfied that the applicant is qualified to properly lay cement. A fee of ten dollars ($10.00) shall be charged for each license for the first year and a fee of ten dollars ($10.00) for each consecutive yearly renewal thereof.
   (d)   In case any cement contractor fails to comply with the rules and specifications governing any sidewalk construction or repair undertaken by him, the Safety-Service Director shall revoke the license of such contractor.
