905.02 PERMIT FOR STREET AND SIDEWALK OPENINGS; BOND; INSPECTION.
   (a)   Permission may be granted to such persons as may desire to open up or remove any portion of any street surface, curb, gutter, sidewalk, or area located between the sidewalk and the gutter, provided that the consent of the Safety-Service Director is first obtained and the necessity of the work be established to his satisfaction.
   (b)   A fee of ten dollars ($10.00) shall be collected by the Director for each permit, and the applicant shall deposit money or a suitable bond simultaneously with the issuance of the permit as a guarantee that the street surface, curb, gutter, sidewalk, or area located between the sidewalk and the gutter shall be satisfactorily restored.
   (c)   The deposit or bond shall be deposited with the Director in a sum of money equivalent to thirty dollars ($30.00) per square yard of surface to be disturbed, plus ten dollars ($10.00) per lineal foot of curb or gutter to be removed or broken.
