Section 1. Merit System.
   All appointments and promotions in the Civil Service of the Municipality shall be made according to merit and fitness, to be ascertained, so far as practicable, by competitive examinations given under supervision of the Manager, under rules provided by the Civil Service Commission. When determined in the best interests of the Municipality, the Civil Service Commission may dispense with competitive examinations to fill a particular position.
