The Council shall, at its first regular meeting in December following each municipal election, choose by majority vote one of its members to be Vice Mayor until the first Council meeting in December following the next municipal election. The Vice Mayor shall exercise all the powers and perform all the duties of the Mayor in case of temporary absence or disability of the Mayor. During this temporary tenure as Acting Mayor, the Vice Mayor shall remain a Councilmember and shall continue to exercise all powers as a Councilmember. Should the Mayor's seat become vacant through death or other permanent incapacity, the Vice Mayor shall serve as Acting Mayor until a successor is elected.
