It shall be the duty of the City Council to annually levy upon all the taxable property within the city, an amount necessary to provide funding, and cause the same, when collected, to be paid into the city treasury. All claims for expenses for the support and maintenance of said public library, after being duly audited and approved by the Board of Trustees and librarian, must be paid by warrants drawn on the general fund.
