It shall be the duty of the said Board of Trustees, and they are hereby authorized to take full charge of the said public library, together with the property belonging to the same, and to care for and manage the same under such rules and regulations as they shall adopt. Said Board shall employ a librarian and other necessary help, and maintain the said building and contents and operate the same as a public library, and said Board shall do everything necessary and proper to the maintenance and operation of the said public library, ground, building and equipment.
