§ 14.02.030 BOARD TO ELECT OFFICERS.
   The Board of Trustees shall annually, on entering upon the duties of their offices, elect such officers as they deem necessary and said Board shall keep, from time to time, a full and complete record of all their proceedings, which said record shall be, at all times, open to an inspection of the City Council or any committee appointed by the City Council for that purpose. The Board of Trustees shall meet not less often than once every 60 days.
