§ 30.01  CONTRACTUAL PUBLIC LIBRARY.
   (A)   Pursuant to the provisions of I.C. 36-12-6, to be effective May 2, 1983, there is hereby created and established a county contractual public library, consisting of the following townships not already taxed for library services, those townships being the following, to-wit: Adams, Clay, Clinton, Fugit, Jackson, Marion, Salt Creek, Sand Creek and Washington, excluding the City of Greensburg, to be known as the county contractual public library, and the Library Board so established shall have the powers and duties of a Library Board as set forth in the Act.
   (B)   Within ten days, there shall be appointed four citizens who have resided for at least two years in the County Contractual Public Library District. Two members shall be appointed by the Board of County Commissioners, one of whom shall be appointed for one year and one for three years and at least one of whom shall be a woman; two members who are to be appointed by the County Auditor, one of whom shall be appointed for two years and one for four years and at least one of whom shall be a woman. After the first appointments have been made, all subsequent appointments will be for a term of four years. All further appointments shall be in accordance with I.C. 36-12-6.
   (C)   The county contractual public library will remain as a county contractual library and may not merge with the Greensburg Public Library without the consent of the Board of County Commissioners. The tax rate shall be established so that the amount of tax collected from the City of Greensburg will approximately equal the amount of tax collected from the county outside of Greensburg.

§ 30.02  RESERVE DEPUTY SHERIFFS.
   (A)   The Sheriff and the Sheriff’s Merit Board are hereby authorized to appoint up to 15 persons to serve as Sheriff’s reserves for the county.
   (B)   Sheriff’s reserves shall have all of the same police powers as regular deputies, except as limited by rules of the County Sheriff’s Department. Reserves may not be members of a regular Police Department. Reserves must comply with applicable state laws concerning training.
   (C)   To the extent that funds are appropriated, Sheriff’s reserves may:
      (1)   Receive a uniform allowance; and/or
      (2)   Be insured for life and accident coverage.
   (D)   Sheriff’s reserves are not eligible to participate in any pension program provided for regular members of the Sheriff’s Department.

§ 30.03  COUNTY COUNCIL DISTRICTS.
   The county is divided into four County Council Districts for purposes of electing four members of the County Council as fiscal body for the county, and those districts are numbered, named and include the precincts as hereafter described beginning with the election in 2002:
   (A)   District One shall consist of Greensburg City Precincts Numbers 1, 2, 3, 4 and 5;
   (B)   District Two shall consist of Greensburg City Precincts Numbers 6, 7 and 8, and also Washington Township Precinct;
   (C)   District Three shall consist of Sand Creek Township North Precinct, Sand Creek Township South Precinct, Westport Precinct, Salt Creek Township Precinct and Marion Township Precinct; and
   (D)   District Four shall consist of Adams Township Precinct, St. Paul Precinct, Clay Township Precinct, Jackson Township Precinct, Fugit Township Precinct and Clinton Township Precinct.

§ 30.04  COUNTY COMMISSIONER DISTRICTS.
   The county is divided into three County Commissioner Districts for purposes of electing three members of Board of County Commissioners and those districts are numbered, named and include the precincts as hereafter described:
   (A)   District One shall consist of all Greensburg City Precincts, Washington Township Precinct, Fugit Township Precinct and Salt Creek Township Precinct;
   (B)   District Two shall consist of and include Clinton Township Precinct, Adams Township Precinct, St. Paul Town Precinct, Clay Township Precinct; and
   (C)   District Three shall consist of and include Sand Creek Township North Precinct, Sand Creek Township South Precinct, Westport Precinct, Marion Township Precinct and Jackson Township Precinct.
