§ 51.07 COLLECTION PROCEDURE AND REQUIREMENTS.
   Collections of garbage, rubbish, yard waste and household rubbish shall be made by the Sanitation Department, as follows.
   (A)   Business, commercial and industrial. Except as otherwise provided in division (B) below, there shall be no collection of any garbage, rubbish, yard waste, household rubbish or any other waste or residue of any kind, character or description from any business, commercial or industrial establishment.
   (B)   Residential.
      (1)   Garbage, rubbish, yard waste and household rubbish shall be collected from city residences and may be collected from non-city residences located on city sanitation routes or from apartment complexes or apartment buildings located within the city having five or less separate apartments. There shall be no collection of garbage, rubbish, yard waste or household rubbish from non-city residences not located on city sanitation routes or from apartment complexes and apartment buildings having more than five separate apartments.
      (2)   The Sanitation Department shall collect garbage and rubbish from each residence or apartment on a weekly schedule. Yard waste shall be collected seasonally on a weekly basis, weather permitting. All garbage and rubbish shall be placed in receptacles described in this chapter and shall be placed on the street curb within five feet of the street curb. No garbage, yard waste or rubbish shall be placed on any public sidewalk. On corner lots, garbage yard waste and rubbish is to be placed within five feet of the curb closest to the street to be traveled by collection trucks. All receptacles shall be placed for collection no earlier than 6:00 p.m. on the day preceding the collection day and shall be removed from public view within 24 hours.
      (3)   The Sanitation Department shall collect household rubbish from residences and apartments on the regular collection day of the first week of April and September each year. Such service shall be commonly known as large trash pickup. Household rubbish shall be placed within five feet of the curb of adequate streets no earlier than 6:00 p.m. on the day preceding the collection day. Any materials which are placed for collection and are not acceptable to the city as household rubbish shall be removed by the owner from public view within 24 hours of the collection day.
   (C)   Mobile home court. The Sanitation Department shall collect garbage, rubbish, yard waste and household rubbish from mobile home residences located within a mobile home court located within the city on a weekly or seasonal schedule, similar to residential service provided in division (B) above, under the following circumstances.
      (1)   The mobile home court owner shall provide adequate streets, approved by the Board of Public Works, for ingress and egress to all mobile homes requiring service. The streets shall accommodate the Sanitation Department trucks and allow for pickup at the curb.
      (2)   (a)   The mobile home court owner shall submit written authorization to the Superintendent of the Sanitation Department to enter the premises. The mobile home court owner shall agree to indemnify the city from any resulting damage; except that, caused by the negligence of city employees.
         (b)   The mobile home court owner shall agree to be billed for such service and shall be responsible to the city to timely pay the monthly rate invoiced.
      (3)   Garbage and rubbish shall be placed in receptacles described in this chapter and shall be placed within five feet of the curb of adequate streets no earlier than 6:00 p.m. on the day preceding the collection day and shall be removed from public view within 24 hours.
      (4)   Household rubbish shall be collected on the regular collection day of the first week of April and September of each year. Such service shall be commonly known as large trash pickup. Household rubbish shall be placed within five feet of the curb of adequate streets no earlier than 6:00 p.m. on the day preceding the collection day. Any materials which are placed for collection and are not acceptable to the city as household rubbish shall be removed by the owner from public view within 24 hours of the collection day.
      (5)   The monthly rate levied and assessed to a mobile home court owner shall be based upon the actual number of mobile home residences located within the mobile home court, whether occupied or not. Each May and November, the monthly rate levied and assessed to User Code SA6 in § 51.14 of this chapter for the next six months shall be adjusted by the city by multiplying the number of mobile homes inventoried by the city by $12 per mobile home.
