It shall be a violation of this section for any person to harbor or keep any dog within the city which, by loud and frequent or habitual barking, howling or yelping, shall cause serious annoyance or disturbance to the neighborhood. It shall further be unlawful and a violation of this subchapter for any person to fail to pick up and properly dispose of such person’s dog excrement deposited upon the streets or other public places within the city or in or upon any other place beyond the premises of such person.
