The Common Council of the city now deems it to be in the best interest of the city and its citizens to afford a maximum opportunity for rehabilitation or redevelopment of areas in need of redevelopment by private enterprise, and the Common Council further deems it to be in the best interest of the city and its citizens to perform as public and governmental functions the assessment, planning, replanning, remediation, development and redevelopment of economic development areas.
