It is determined upon the basis of an engineering and traffic investigation that the speed limit permitted by the State Motor Vehicle Laws upon the streets listed below, is greater or less, than is necessary for the reasonable or safe operation of vehicles thereon. It is declared that the maximum speed limit shall be as herein designated when signs are erected giving notice thereof.
