SCHEDULE V. ONE-WAY STREETS.
   Upon those streets and parts of streets and in those alleys described below, vehicular traffic shall move only in the indicated direction when signs indicating the direction of traffic are erected and maintained at every intersection where movement in the opposite direction is prohibited.

   *   Provided, however, at such times as Madison Street between Second Street and First Street is blocked off as a plaza for community events, such street shall be limited to pedestrian use only and vehicular traffic shall be prohibited on said street during such events. The city Street Department is hereby authorized and directed to erect appropriate street signs along Madison Street to give effect to this schedule.
      The west 132 feet of the east-west alley between Second Street and First Street in the block between Monroe Street and Madison Street is hereby established as a pedestrian alley for pedestrian use only and vehicular traffic shall be prohibited on said alley portion, unless the city authorizes temporary vehicular use to allow short term, local deliveries to adjoining businesses.
