It shall be the duty of all owners of vehicles to remove them from streets which are directed, by police order, to be cleared at a certain hour for any special occasion. Any vehicle which is not so removed by the owner or person in charge thereof, before the hour designated for the street to be cleared, may be removed by the police to a convenient parking place and the removal shall be done at the risk of the owner.
