This chapter of this traffic code is enacted to meet a particular need and, where possible, each provision hereof shall be integrated into, applied and interpreted in conjunction with the other provisions of this traffic code. Where such application is not possible, or is in irreconcilable conflict, the provisions of this chapter shall prevail and control as to interpretation and application of this chapter only.
