(A) All pedestrians crossing streets in the congested district shall cross at right angles and shall not cross diagonally at such intersection.
(B) Pedestrians shall pass to the right in passing others from an opposite direction and to the left in overtaking others.
(C) In cases of emergency, pedestrians shall use only the sidewalks and crosswalks and not cross the street, except at regular crossings and at right angles.
