No tap permit fee shall be required of the School Corporation, North Adams Community Schools, which contributed to the cost of construction of such sewer and such school shall be entitled to tap into the same for school purposes without the payment of any tap permit fee. Further, the Board of Public Works and Safety in consideration of the grant of right-of- way for sewer construction or other adequate and valuable considerations furnished the city may waive in writing the collection of such tap permit fee as to persons furnishing such grants and considerations and may permit any such persons to tap into such sewer without the payment of a tap permit fee.
