It shall be unlawful for any person or persons, excepting members of the Fire, Street and Water Departments of the city, to open and cause water to be removed from a fire hydrant without the consent of the Water Superintendent. It shall be the duty of the Fire Chief and the Street Commissioner to immediately report the use of all fire hydrants from November 1 to April 1, and the same will be inspected by the Water Department.
