(A) The Public Art Commission will consist of nine members. Members serve without compensation. Commission members shall be appointed upon the basis of demonstrated interest in, and knowledge and support of the arts, culture and Decatur’s historical value. Members shall consist of the following representatives:
(1) One representative shall be appointed by each of the governing bodies of North Adams Arts Council, Decatur Sculpture Tour, Cultural Connection, City of Decatur Parks and Recreation, the City of Decatur Redevelopment Commission, and Decatur Mainstreet for a total of six members.
(2) One representative shall be appointed by the Common Council of the city.
(3) Two representatives who are practicing artists or design professionals shall be appointed by the other members of the Commission.
(4) Additional individuals may be included on the Commission in an advisory, non-voting capacity. Advisory members may include, but not be limited to individuals with specialized expertise such as city staff representatives, public education professionals, and members or other city boards or commissions.
(B) The term of office for the initial members appointed to the Commission shall run from the date of appointment through December 31, 2023, or until a successor is appointed and confirmed, whichever is later. Provided however, the members appointed by Decatur Mainstreet, Common Council and Commission members shall run from the date of appointment through December 31, 2021, or until a successor is appointed and confirmed, whichever is later, in order to achieve staggered terms of office. All subsequent appointments shall be for four calendar years thereafter, or for the duration of an unexpired term in the case of an appointment to a vacancy. In the event an organization identified in division (A)(1) of this section no longer exists, or fails to make a required appointment within 90 days of the commencement of a new term, the member appointment of that entity will then be appointed by the Common Council of the city. The Chair of the Public Art Commission shall be a current member of the Public Art Commission. The Chair of the Commission will be elected by the members of the Commission. The Chair will serve a term of two years and shall be eligible for re-election to a second consecutive term. The Chair may not serve more than two consecutive terms as Chair.
