No prior constructed low-pressure distribution system may be changed to a high-pressure system, and no high-pressure system may be raised to a higher pressure system without following the practices set forth in sections 845.23, 845.34, and 845.44 of the ASA Code adopted in section 13.16.020 of this chapter; provided, that the Water Commissioner shall be notified before any such change is made.
