Regarding inspections of biosolid application sites, the following apply:
(A) The Health Officer or his or her authorized representative, bearing proper credentials and identification, shall be permitted to enter upon all properties at the proper time for purposes of inspection, observation, measurement, sampling and testing necessary to carry out the provisions of this subchapter.
(B) The land application permit holder or his or her agent shall place the request for an on-site inspection of the biosolid application site and/or an on-site biosolid sampling at least seven days prior to the expected date of the land application of biosolids.
(C) No private biosolid application site shall be covered or placed in operation until the biosolid application site has been inspected and approved in writing by the County Health Officer. Such approval shall not constitute a guarantee of any biosolid application site.
(D) The County Health Officer, or his or her designee, may make inspections to the biosolid application site at the time of biosolid application to insure compliance with this subchapter.
(E) The permit holder shall pay the County Health Department an inspection fee to cover the cost of inspection and administration of this subchapter and any related rules, regulations and ordinances. The permit holder shall also pay the County Health Department for the cost of the biosolid sample analysis. This fee shall be established by the County Board of Health and shall be subject to change at the discretion of the County Board of Health.
