For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
FENCE. A barrier a minimum of four feet in height and of such construction as to inhibit access by domestic animals and to discourage trespass by others.
PERMIT HOLDER. A holder of a permit issued by the State Department of Environmental Management and of a permit issued by the county, and such permit holder shall comply with all applicable state and county laws, rules and regulations.
