No petition for construction of any local improvement as defined by M.S. § 429.011, as it may be amended from time to time, shall be accepted or acted upon by the Council unless it is filed with the City Clerk on or before December 1 of the year prior to the year of requested construction; provided, the Council may, by resolution, waive this requirement upon a finding that earlier construction is feasible and desirable.
