It is the purpose of the Council, in adopting this subchapter, that the city have a uniform policy on local improvements. All references to assessments on a certain basis such as front footage is the Council’s estimate of the type of assessment basis which most fairly reflects the benefit to property owners. In cases where the stated policy does not fairly reflect benefit, the city will proceed under § 34.33 of this chapter.
